The new council — its membership heavily weighted against Israel — had issued more condemnatory resolutions against Israel than against the rest of the world combined. Goldstone took his own public relations seriously, including the exaggerated role attributed to the ICTY in promoting peace in the Balkans, and his contributions in Rwanda. The report itself was widely rejected in Israel, even as more and more events cited in it led to criminal investigations and in some cases, to prosecution of soldiers and officers. We accepted out of a deep concern for the hundreds of civilians who needlessly died and those who suffered injury and dislocation of their lives.

Only if we have the confidence that The Goldstone report book can defend ourselves can we take further risks for peace. In conclusion, may I say that the Mission hopes that the substance of this report will be used to strengthen initiatives for peace in the region. Denounced from all quarters, he largely disappeared from public view. Israeli President Shimon Peres said that the report "makes a mockery of history" and that "it does not distinguish between the aggressor and the defender.
